How to check Documents

It's very hard with all the forgeries and criminals spending many hours resourcing the best ways to create fake papers with official looking stamps and dates that simply don't add up. Also be aware of the suspicious chip numbers starting with 900. This is a chip made in China which origin is unknown. If a dog has this chipnumber it can mean two things.

  • The breeder/reseller doesn't want the dogs to be traced back to the country of origin which makes investigating a lot harder. If the details of the breeder are unknown this can imply the dog can come from anywhere.

  • Breeder bought chips online at a pet market place or shop like amazon. Chinese chips are a lot cheaper and sometimes there is a temporary stock problem with the country chips at the vets. Yet these type of circumstances are not that common. Most reputable breeders don't work with Chinese chips in my opinion so I would not take the risk personally

Whenever you receive the passport of the puppy make sure it's an actual passport and not a puppy card or vaccination book. There is a big difference. An official passport is mandatory to get whenever you purchase a dog.

If you received an actual passport the next thing you do is checking the birthdate of the puppy. Is it the same as the breeder originally told you? Also make sure the vet checks this thoroughly by inspecting the teeth and make sure you get it in writing from the vet if fraud with this date is suspected. If a wrong birthdate gets discovered it mostly means also the vaccinations aren't correct and often not done at all. Be very cautious whenever you find yourself in this situation and try to isolate the puppy from your other pets in order to keep them all safe. A vet is forced to make an official report if a chip number isn't correct or not present at all. Also if a vet suspects vaccination details aren't correct an official investigation is required by law to happen. If a vet ignores these findings big sanctions will be carried out and a vet might lose his license over this since it's a European protocol.

If the birthdate appears to be correct check the rabies vaccination date. An example is on the left. Always make sure that the correct dates are in the fields they're suppose to be written in. Also make sure there is a sticker of the manufacturer of the vaccine and the date of expiration hasn't been past yet. Sometimes old stickers get reused by people who forge these passports.

Make sure you check the area where the chip is sticker is placed. This passport page should be laminated with a plastic type of cover. Vets make this precaution to make fraud more difficult but the really clever ones find a way and even do this part correctly. In that case the teeth inspection is the only way to find out the age of the puppy. Also make sure that the chipnumber in the passport is the exact same as your vet scans in your puppy.

Also if you have a puppy imported from Russia make sure you also received a health certificate. Without a health certificate it's also prohibited to transport an animal to another country especially a European/UK/US country. Please check with your own local authorities the rules to your own country since it can differ slightly and for some countries a rabies titter (US) is still mandatory before entry.

This health certificate can only be from a vet recognized in Europe and not a private practice. If there isn't such certificate included whenever you import a puppy from Russia. It means there hasn't been a 5 day prior to department health inspection which is by European law still enforced and mandatory.
